Do home owners get paid to put adverts on their shops/houses?

Do home owners get paid to put adverts on their shops/houses?
Just a silly small question...
While traveling through India I noticed that there are ALOT of houses and shops with all forms of advertising painted on them. My theory is that the owners save the costs of paint and just let the firms come by and do the job for them resulting in an advertising explosion EVERYWHERE. So does any one know if the owners get paid for this, just want to save paint money, or actually do it themselves just because everyone else is?

I first noticed this in Mexico, 30 or so years ago. I figured Coke and Pepsi just painted/whitewashed the houses free if they got to paint a huge logo on the side. Here in Goa, the cement manufacturers seem to be the biggest painters with a lot of bright yellow buildings with huge adverts -- perhaps the owners are getting paid as well as getting a free paint job, I don't know. There was an outfit in the US a couple of years ago that was offering to paint cars if the owner was willing to be a mobile billboard -- didn't seem to take off though.
