National Highway 17 - from Chiplun to Goa (personally I seen till Goa only , other's say it gets better as move more south)

Backroads hugging the coastline of Maharastra from Alibaug to Vengurla (officially called Maharashtra State Highway (MSH) 04 - These narrow roads, broken at few places could be hard to negociate with bigger vehicles. But its pure fun to drive on bikes or bicycles, provides with stunning views and glimps of konkan villges and people

Like someone already mentioned, the journey from Karwar to Shimoga via Jog falls is simply awesome. I think this is NH206 and not NH17 though. The road winds through very scenic western ghats, winds down to Sagar Road between Sagar and Shimoga which is all forest area.
The road is not very broad, but its smooth and good enough to maintain decent speeds

My choice, based on personal experiences--

1) Itanagar to Ziro via Yazali.
2) Shillong to Mawsynram.
3) Allepey to Kollam (waterway).
4) Bagdogra to Gangtok.
5) Silchar to Aizawl.

Northeast India has poorest roads but the best traffic sense among Indian states.

Driving through Nagarhole National park and reaching Kerala from bangalore.

You can spot several elephants, deer, peacocks, langurs...awesome.

Also, drive from OOty to Mysore, via Gudalur..road is full of pot holes for about 25 kms, but the view of the tea estates on both sides...is great.
