Could anyone explain the rules regarding a Learner motorcycle permit? ie. No pillion..etc. and is it possible to buy a bike on a Learner licence?

You need to apply for a Learner license and in most places pass a test that is taken on a computer if you are in Andhra Pradesh, may be different in other places. Once a Learners License is issued, you can ride, but with a L board on the vehicle indicating the driver is a Learner and have a rider who has a fully valid license to ride that vehicle.

30 days after the Learners is issued, you can apply and get a permanent license.

Thanks for the info mate, well I've applied for a Learners licence, and I believe it's being sent to me here in Mcleod Ganj. I was hoping to buy a RE over here and ride around it. I would think it would be kind of difficult getting hold of someone with a full licence, who's willing to be my pillion. But I don't know how much of a fuss the rozzers over here might cause if I were to go solo (which in all common sense...well makes sense...especially a learner (which I am not) having a pillion passenger)

I don't think having a license (Learner or otherwise) is a requirement for buying a vehicle. The requirement is only that the actual driver must have a license.

Thanks for the info, Have one question though, How easy/hard is it to transfer titles? (I am a NRI)
also Can someone from say Calcutta (WB) buy a motorbike in Mcleodganj (HP), without being from there?

Transferring titles is not hard - have the registration papers, fill in the form, be sure you have a couple of passport photos. Previous owner and yourself need to have signatures on the form. I can't remember the fee but it wasn't that much if I recollect.

You might need a local address (mean address in India, not in the area you are registering) to register a vehicle in India.

Well I have a Indian passport, which state's I have a residence in ***** ***** **** Tollygunge, Calcutta

Would that be enough to register a bike in McLeodganj with a HP plate?

Wink Driving Lisense , nah not need

if you are from another country and you already have a driving license and want to drive in india , just get a International driving permit from your country and you can drive almost anything ,

for indians who do not have driving license , apply for learners' license ,


do not drive without license, sometimes it can be very problematic .

Well Horizonrays,

I've applied for a Learner's licence, which is being delivered to me from calcutta, this coming week .... I'll be buying a RE over here at Dharamsala. And most likely driving it down to Calcutta, when I leave D'sala and India as a whole.
