Foreigner can't register a vehicle in Delhi?

Foreigner can't register a vehicle in Delhi?

Ok, so I am far enough into the process of buying a bike (scooter) that "my dealer" is looking into getting the bike registered. Now he is finding out that, according to his middle man, you cannot register a vehicle in Delhi without a PAN. And, since as a foreigner I cannot have a PAN, it is impossible for me to register a vehicle in Delhi. What gives? I have a resident visa. I have proof of address, a bank account, everything else they've asked for ... but now because the government wants to make people get a PAN there is no way for a foreigner (who is not on an employment visa & therefore has no PAN) to drive a vehicle in india?

We are, btw, also looking into registering in Haryana but because my residence isn't actually there it may be difficult. They may require more than just a rental agreement (such as a bank account, utility bill, etc.) which I can't get ...

Grr. I am frustrated. I have waited two years to have the right visa/right paperwork to get a vehicle, and now this!

Jyoti, it would seem strange that a PAN is the requirement for registering when so many Indians don't have them.

Often Indians proof of residence is not for the state that they are in, most is for their family home back in wherever, it is in fact a proof of Indian residence more than anything else.

I bought and registered a bike in the Punjab in 2006 without a Pan card if I remember correctly.

Okay, I have just checked, yes now a PAN card is required ~ however a Rs 10/- affidavit declaring that you don't have a PAN card over comes the issue it seems. Always a work round. Maybe also have an affidavit as proof of residence etc, this will help.

PAN is not employment dependent, and you can get one easily.

Anyone, of any nationality, who has, or expects to have, earnings in India, can apply for a PAN. In fact, probably should do!

An accountant will do the application for you, or you can probably do it yourself.

In my experience, it was a Residents Permit/Registration Certificate that was the magic piece of paper, not a PAN card.

But don't worry; you can get a PAN

I'm resident, not-employed foreigner; I have a car, an Indian driving licence, a PAN card --- all these things are possible

The RTO, by the way, is renowned for having a very limited list of documents that it will accept for any given application/circumstance, and they are not flexible.

I am on a student visa, and will probably have a research visa otherwise. So, unless I manage to fanagle myself a PIO at some point, I don't think I'm allowed to have or expect to have any source of income from India. *sigh* If necessary, I'll check into it. I hope to avoid another step, if possible.

Mira -- the explanation I was given is that they're trying to force Indians to have a PAN (a lost cause, I think). I will try the affidavit. It seems that we (the dealer & I) also need to find a middle man who is used to dealing with foreigners.

I am super excited about finally driving when things are finished, though! Vroom Vroom! Of course, max speed just now is about 25 kmph.

You can expect, however unlikely the realisation.

Just apply for a PAN card, it's easy.

Woohoo, Captain! I will print that out & take it with me.

Good thing I don't need a driver's license, cause that I don't actually have yet. Friday I'll start on that one.

Oh... read about the "not official." Well, at least it's an option, so I am still hoping it's a matter of finding the person who knows how to deal with foreigners.

Nick ... Hmm. I read the thread & your advice about how easy it is to get a driver's license. Is it as easy as that is? (kidding! kidding!) But, if the form doesn't work out, the PAN will at least give an option.

The 'not official' refers to the site in that post alone.

My first post has the official site, and that says Forms 60/61 in lieu of Pancard.

Ah! Got it. Good. My dealer/friend is going to check with the RTO directly tomorrow, so I sent him the official link. Hopefully that will help him "guide" the official into what paperwork might work.

Just as information for others, one needs a Pan Card to buy a new vehicle too- at least true for cars.

There may be similar forms 'in lieu' there as well- I don't know.

I found getting a driving licence very easy; I took the course of driving lessons and the driving school handled everything. Aishah, on the other hand, as you probably have been reading, had a very different experience.

In the metros, the RTO officials should have more experience of foreigners, but it is still good to have a driving-school guy or a dealer to handle the stuff for you.

I am a foreigner citizen and I have a PAN Card.

From what I know you need a proof of residence, passport, a valid visa and an insurance to register your bike. They looked at my PAN Card too!

As "capt_mahajan" said in the previous post!

Today I made the driving license test for bike and car.
20 questions; less than 16 right answers, you fail and can pass again in few days.

If you have more than 16 right answers... , after few hours you get your license and...

In one month I can pass the driving tests. Until the driving tests, I can use a bike or a car, if I put a "L" sign on the vehicle.

Smooth driving...

Ok...here is mt 2 cents. If this gets two much for you, I assume you can easily go an buy an electric scooter.

Please confirm this with reliable people, they do not require to be registered and I guess you might not need a license to ride them.

electric scooters DO require to be registered. just a couple of months back we had for our office boy and it is registered in delhi. normal RC is issued.
yes, you DONT need license and helmet to drive it....
