for kids, if not pinned, tucked, wrapped properly - the usually result is a series of 'trips'

how about the ghagra/choli or the lehnga/choli... what nick refers to as the skirt blouse
they are as glitzy, glamourous colourful adult wear for kids.
it comes with a dupatta [scarf], which kids love draping any which they can.

I DEFINITELY agree with brishti about the ghagra choli. Here in Melbourne we recently went to Garba (Gujarati Navraatri religious dance festival for the Goddess Durga) and every family had dressed themselves up to the nines. I saw some absolutely stunning outfits on the tiniest little girls. It was just delightful.

Best thing though, ghagra / choli / chunni, as three separate pieces is much easier to wear (and stay wearing!) and is much easier to move around in. Also, each ghagra (skirt) is usually designed with a drawstring and a yoke (like a dropped waist) that caters for a few sizes as long as the length is okay and tailoring is easy and cheap for any adjustments to the ghagra or the choli. Just remember safety pins, which will help hold the chunni where you want it to stick and not have it flap off at an inconvenient moment.

Harleymcc - when my daughter was younger, the only time she wanted to wear a sari was on Diwali. So I'd just drape one of my more ornate shawls around her like a sari. She'd wear leggings underneath instead of a petticoat. It's just a shorter narrower strip of cloth than a proper sari, after all.

Shawls come in many different widths and lengths e.g. the ones here
http://www.shalincraft-india.com/subhome/shawl.html
so as she got taller and filled out she could continue to wear one with a lighter separate shawl/dupatta as the part (palla) that goes around the side and top.

Wonder if they make zip-up saris for youngsters? I was at the temple on Diwali and saw many adult women wearing zip-up saris. Now my daughter wants one!

Not half as confused as he'll be when he sees the size of a good sari shop, and the huge variety available!
