There are flyovers being built in the ORR corridor leading upto Hebhbal (Manyata Tech Park) and beyond to the BIAL airport. Some of them are already finished with 2, if I remember, yet to be complete. This means there are fewer traffic hotspots. However, newer traffic hotspots have come up as well. The major ones in the Whitefield-Manyata route are - Graphite India Signal (if you live in the AECS layout), KR Puram - the big daddy of all traffic jams and one more junction on the ORR. Kundanahalli Gate signal could be a problem as well for residents living in the Palm Meadows/Varthur area if they chose that road.
Summary - things have improved, but only marginally.

Whitefield developed because of the International Tech Park. It took 12 years (I attended the foundation laying at ITPL) to reach its present state.
Pebble Bay could take the same time. But there are no other high end options near Manyata.
