Bangalore Traffic.. oh!! what the heck!

Lightbulb Havea suggestion to help reduce traffic issues in Bangalore

I think, we should have couple of things working to get the issue with road traffic violation reduced ( these are suggestions )

Let me explain

1. We should have a board that takes care of the traffic called BMRTSB ( Bangalore Metro Road Transport Safety Board )

2. We should also start installing cameras at all possible major junctions first and then move on to other small junctions and also other genuine places

3. Whenever a traffic rule is violated, the violator should be charged heavily ( something like Rs 2500 /- ( dont think I am crazy here... please read through )

4. There should be a mechanism to pay this amount by Cash, Credit Card, Debit Card, 0r a promisory note to pay the same as DD in 2 days time

5. Then, BMRTSB should return this amount in 4-5 months to the violator ( just like what is done if excess tax is payed to the government )

In this way, I have found the following advantages :

1. The bribes that the police take will drastically reduce as the violator will know that he / she will get the money returned in few months and so would hesitate to pay the bribe

2. The government will have a huge data-base of the commuters ( on private vehicles ) and would be genuine as the amount has to be returned and so the corect information has to be provided ( the information of the Non Kanataka people can also be obtained)

3. The amount that is collected will fetch interest in the 4- 5 months period and so the government wil earn from it

4. The rule can also be mended in such a way that if the commuter who has already violated the rule and has paid the fine, if found to have commited another traffic violation, the amount to be returned will be reduced ( lets say 5% will be reduced )

5. More People will then ook forward to take public transport fearing that if they take the private transport, the probability of violating the traffic rule is higher... thus reducing the private vehicle traffic on the road

Thus , I thik, with the BMRTSB made, there will be more employment oppurtunity for people also..

Seems to be a good idea..... But i strongly believe that maintaining the data-base gonna be a mammoth task. How many people buying a second hand vehicle will get the Registration transferred to his name????
