Harsha was a bit more expensive 3 or 4 years ago, Epicure, and I enjoyed my stay there very much.

We Stayed in Hotel Rajdhani for 800 Rs/ Night (Non A/c Double bed room)

1) Location : Auto costed 45 Rs from Secundarabad Jn, 15 Rs from Charminar,20 Rs to Safdarjung Museum and it's almost in citi centre (If you consider Hyderabad Jn as citi centre)
2)Good Room Service & Food is good
3)Hot water, TV, English News paper in the mornings
4) Professional Front Desk

1) Location : Surrounded by commercial establishments (But you will not have any disturbance OR Noise but view from any window of rajdhani will lead to Cycle shop Or Lorry office --)

Not sure what the OP means by 'true budget prices'.

But for around 800 bucks, give or take, Yatri Nivas is a good option.
