Please advise- Car rent in Andaman

We are planning Andaman trip in December for 9 days in a group of seven. Our tentative tour plan is
2.12- Arrive at Port Blair- Afternoon trip to Cellular Jail
3- Arrives at Neil
4- Whole day at Neil
5- Tranferred to Havlock
6- Whole day at Havlock
7- Back to Port Blair
8- Baratang
9- Ross, Wandoor, Jolly Buoy
10- Mt. Harriot, Chidiyatapu, Corbyn's Cove Beach
11- Return

We have contacted some tour operators for arranging our transport during the total tour. One of them is quoting about 17k for our land travel expense with a Scorpio promised to be provided for the total tour length. Inter island boat transfer costs will be charged excess to this.

I just want to know-
Is it a good itinery? Plz procvide feedbacks/ sugestions
What about the rate for land transport cost? And how necessary it is to have a 24 hr arrangement of car at Neil and Havlock. If we dont opt for it will it be possible to manage otherwise?

Please help with your suggestions and comments
