As i understand it is only possible for Indian nationals to visit the Nicobar islands.
If you follow some of the leads in other threads on the Andaman and Nicobar islands forum ,all your basic questions should be answered.(i´m sorry that i don´t know how to give you direct access to them with a single click).. Happy days,

I was under the impression that to visit the Nicobar Islands you needed a special permit from the Indian Government so it may be a little difficult for you to visit them.

Yes, a special permit (called Tribal Pass) is needed to visit the Nicobar islands and it is difficult and time consuming even for Indian Nationals to obtain and there needs to be a compelling reason for the visit. I think for (Indian) tourists it is probably not possible at all and for foreigners it is extremely difficult and time consuming even with a compelling reason.

Indian nationals are not allowed in Nicobar Islands (unless they hold a special permission which takes huge effort and time). Foreign nationals are a strict no-no.
Indian navy did not allow even rescue workers, from outside India, there after tsunami.
