We stayed at Elgin during last week of March (2010). The hotels is at a good location (though on the expensive side), clean and the serving staff were excellent.

The room we had in the wing on the other side of the road from the reception was poorly furnished and appeared to be run-down. Was not well-heated and we had to ask for another heater. The Windamere is a lovely historic property at the end of the mall in Darjeeling. Try to get a room in the main building for the ambience. El primo room is #9 - the Chogyal of Sikkim Room

I stayed at this hotel in the off season last year. August.
A lot of the time there was fog, but a couple of days were clear and beautiful.
The hotel is right in Chowrasta, so everything is close and handy. A short walk to all the restaurants, gift shops etc.
